It reaffirmed the tino rangatiratanga | sovereign position of iwi and hapū - the enduring authority over lands, taonga | cultural treasures, and ways of life. But it also opened the door to cooperation - an invitation to share in the richness of the whenua, of he land, without stripping each other of identity or rights.
